Pengiran Hj Md Zain

Chief Executive, Authority for Info-communications Technology Industry of Brunei Darussalam (AITI)

Pengiran Haji Md Zain first served as Chief Executive of the Authority for Info-communications Technology Industry of Brunei Darussalam (AITI) from 2007 to 2010 and was reappointed on 11 May 2015.

Between 2010 and 2015, he was director of a number of divisions and departments under the Ministry of Communications and was responsible for communications and transportation policies in maritime, civil aviation, public land transportation, logistics as well as postal and ICT industries. He also served during this time as chairman of both BIMP-EAGA ICT Working Group and BIMP-EAGA Transport Cluster.

He began his career in 1989 with Jabatan Telekom Brunei (JTB), spending a total of eleven years in various capacities including submarine cable projects, corporate planning, sales operation and counters, billing process, international affairs and regulatory issues.

Academically, Pengiran Haji Md Zain graduated with a B.A. (Hons) in Electrical Information Sciences Trips and an M.A. from Cambridge University. He was also awarded the Chevening Scholarship to Cranfield School of Management where he obtained his M.B.A.

Apart from this, he has recently attended the Leadership in Development programme at Harvard Kennedy School. His professional qualifications include his position as Honorary Chairman of the Institution of Engineering and Technology (IET) Brunei Network in 2008/2009. The IET is headquartered in London and is the second largest professional body in the world. He is a ‘Chartered Engineer’ and is also a Fellow of IET UK.

Leong Keng Thai

Mr Leong Keng Thai is the Deputy Chief Executive (International & Corporate) of the Infocomm Media Development Authority.

In addition, Mr Leong is also appointed as a Commissioner to the UN Broadband Commission for Sustainable Development. In May 2016, he was appointed Senior Advisor, International Strategy Unit at the Ministry of Communications & Information.

Mr Leong graduated with a Bachelor of Engineering (Honours) from the University of Singapore and obtained a Master of Business Administration from the University of Southern California, USA. He also attended the Advanced Management Programme at Harvard Business School.

Aileen Chia

Director-General (Telecoms & Post)

Member, Competition Commission of Singapore

Ms Chia Aileen is currently the Assistant Chief Executive and Director-General (Telecoms and Post) of the IMDA. Ms Chia seeks to create a competitive, internationally-connected and trusted environment to enable the development of the infocomm media and postal sectors in Singapore through the development and implementation of policy and regulatory frameworks, and development strategies for these sectors.

She is also a member on the Competition Commission of Singapore.

She holds a Bachelor Degree in Economics (Honours) and a Masters of Public Policy from the National University of Singapore.

Mr. Al-Ishsal Ishak

Chairman, Malaysian Communications and Multimedia Commission (MCMC)

He holds a Bachelor of Management (Honours) degree from Universiti Sains Malaysia and was a Japan Airlines Scholar at Sophia University, Tokyo.

Soon after graduation, he embarked into entrepreneurial endeavours in the digital space from 1994 to 2008. As one of the first Internet start-ups in Malaysia, Mr. Al-Ishsal was involved with the Multimedia Super Corridor (MSC) launch in August 1996. Today, every Malaysian carries a piece of the pioneering MSC initiative with them in the form of the MyKad, and the MSC logo at its centre.

Prior to joining MCMC, he was the Group Chief Executive Officer of Pos Malaysia Berhad. His vast experience includes roles as Chief Digital Officer of McCann Worldgroup, Managing Director of South East Asia ECO Capacity Exchange Ltd. (London), CEO of Caterham Bikes Ltd. (Tune Group) and CEO of Baraka Telecom.  He had also held senior management positions among other in Tune Group and Malaysia Airlines Berhad.

Mr. Al-Ishsal was on the Board of Malaysia Digital Economy Corporation (MDeC) and a former member of the National Information Technology Council (NITC).
